Every intelligent graduate student knows what to publish in Russian cover letter: take the time and make a good, but brief cover letter to the page where, in addition to information about the author and other information, explain what the manuscript contains and why it is interesting for a wide range of readers. They usually find reviewers themselves. In the editorial offices of some journals, the author of the article may be asked to propose two or three candidates for expert reviewers specializing in the subject of the article. Keep in mind that these catalogs have exclusively informational and search functions, 3) through the Google, Yandex and similar search engines for relevant queries in English. At the same time, both the website of the journal included in the international citation system and the editorial offices of publications not included in the international citation system can be found through the search engine.
After studying the sites of the selected journals, it is necessary to send an article for consideration and to determine the possibility of publication. The provision of articles is carried out mainly online, written versions of texts are now considered in exceptional cases.
Online submission of an article to the editorial office of a foreign scientific journal can be carried out both by e-mail and through the article upload system to the online article submission system. The latter option is used less frequently and, as a rule, by journals included in the system of international scientific citation.
After submitting the article, there is a waiting period for a decision and publication, which differs significantly depending on the type of publication.
The fastest response will come from the editorial office of the open access journal, which is not included in the international citation system. The response will take about 2-5 days. The article is likely to be published this month. The cost of publication in such a journal will range from $40 (India) to $300 (UK, USA).
From the editorial office of the journal is also open access, but included in the international citation system, the answer will have to wait from 1 to 3 months. The waiting time is associated with the number of applications and the procedure for reviewing the article. The approximate publication period is 4-5 months after sending the article. The cost of publication in such a journal will range from $200 (Africa) to $3000 (UK, USA).
From the editorial office of the departmental journal included in the international citation system, the answer will have to wait from 3 months to six months. The waiting time is extended due to organizational procedures. The approximate publication period is 6 months – 1 year after sending the article. The cost of publication in such a journal will be formally free, but usually they do not publish graduate students, but only established scientists with high citation rates.
Editorial offices of foreign journals place high demands on the design of the article.
1. The volume of the article should be within 15 000 – 30 000 signs. This excludes the possibility of publishing articles in 1-2 pages, and on the other hand, publishing excessively voluminous articles.
2. The language of publication must be exclusively English. If the article is translated, then the translation must be performed at a high level. Usually editorial offices do not accept third-party translations, but offer their own translation services, the cost of which is usually higher than the cost of the publication of the article itself. On average, the cost of translation in a foreign edition ranges from $ 300 to $ 600.
3. In the prescribed volume of the article, all mandatory elements of the structure of the article should be set out:

4.4. A scientific article for a foreign journal must contain mandatory information:

5. Editorial offices of foreign journals rarely request reviews of an article from the author himself. In accordance with ISO 26324, the identification of an article published in an electronic scientific journal is carried out on the basis of a reference to the permanent placement address and the Digital object identifier (DOI) number. www.doi.org ). Articles of electronic journals without DOI are not recognized by the scientific community, and international citation systems do not accept electronic journals without DOI. Only DOI guarantees permanent identification of an article in an electronic journal.
