REGULATIONS

on the provision of financial assistance to trade union members,

registered with the Primary Trade Union Organization

employees of the Stavropol State Medical Center

University of the Ministry of Health of the Russian Federation

 

1. General provisions

 

1.1. The Regulation on the procedure and conditions for providing financial assistance to members of the Trade Union of the primary trade union organization (hereinafter referred to as the Regulation) regulates the provision of financial assistance to members of the Trade Union Organization in need of financial support.

1.2. Funds for the provision of financial assistance are formed from union membership fees received on the personal account of the Primary Trade Union Organization.

1.3.This Regulation is introduced at the university in order to improve the Financial situation of trade union members, in cases of a difficult life situation or an important event, as well as to motivate trade union membership in the University.

1.4.The amount of funds for financial assistance is approved by the decision of the trade union committee.

1.5. In this Provision, financial assistance should be understood as a one-time monetary payment to trade union members.

1.6. This Regulation has been developed by members of the trade union committee of StSMU employees in accordance with:

·    Federal Law "About Trade Unions, their Rights and Guarantees of Activity";

·     The Charter of the professional Union of employees of state institutions of the Russian Federation;

·     Regulations on the primary trade union organization.

 

II. Conditions for the provision of financial assistance

 

2.1. Financial assistance is provided directly to trade union members who have been registered with the Trade Union Organization for at least 6 months.

2.2. Financial assistance may be provided to a trade union member once a calendar year.

2.3. The provision of financial assistance to trade union members should not be of a regular nature.

2.4. Financial assistance is provided on the basis of a personal statement of a trade union member with the provision of relevant documents and minutes of a meeting of the trade union committee.

2.5.In exceptional cases (death of close relatives, operations, fire or natural disasters, etc.), financial assistance may be provided repeatedly, unless otherwise provided by a meeting of the trade union committee.

 

III. The procedure and amount of financial assistance

 

3.1. Questions about the allocation of financial assistance are considered at a meeting of the university's trade union committee on the basis of an application from a trade union member.

3.2. Financial assistance to employees is paid on the basis of a meeting of the trade union committee, indicating the protocol number and date.

3.3. The amount of financial assistance is determined by the primary trade union organization in accordance with this Regulation.

3.4. In accordance with paragraph 31 of Article 217 of the Tax Code of the Russian Federation, payments made by trade union committees (including financial assistance) to trade union members at the expense of membership fees are not subject to taxation (exempt from taxation), with the exception of remuneration and other payments for the performance of work duties.

3.5. Financial assistance is given personally to a trade union member in need of financial assistance or by proxy (upon presentation of a proxy's passport) to a trade union member of the primary trade union organization.

3.6. Every trade union member has the right to financial assistance in the following cases:

1.        Getting married (employee's wedding) 5000 rubles;

2.        The birth of a child is 5000 rubles;

3.       Fire, natural disasters, theft of property up to 5,000 rubles;

4.        Other difficult life situations (illness, treatment, etc.) up to 5000 rubles;

5.        Anniversary dates (50, 55, 60 years – and subsequent round dates) up to 5000 rubles, depending on the length of work at the university;

6.        Active participation in the trade union life of the labor collective up to 5,000 rubles;

7.        For partial reimbursement of the cost of purchasing vouchers for sanatorium treatment or wellness in the amount of 10% of the cost of the voucher;

8.        Single mothers (fathers) raising children under the age of 16 up to 5,000 rubles;

9.       Due to retirement, depending on the continuous length of service at the university:

·          from 10 to 20 years 4000 rubles

·          more than 20 years 5000 rubles;

10.   For partial reimbursement of prosthetics costs up to 5,000 rubles;

11.  For partial reimbursement of burial costs (spouse, parents, children) up to 5000 rubles;

12.   For partial reimbursement of the cost of burial of a trade union member up to 5,000 rubles.

3.7.The amount of financial assistance can be changed taking into account both the actual financial situation of a trade union member and a specific life situation

3.8.The trade union committee has the right to review the amount of Financial assistance payments during the year in the direction of its increase or decrease based on the financial capabilities of the trade union organization.

 

IV. Final provisions

 

4.1. This Provision is valid for all members of the trade union.

4.2. КControl over compliance with the procedure established in the primary trade union organization of StSMU employees for providing material assistance to trade union members is carried out by the audit commission approved at the reporting and election conference.

4.3 A report on the use of financial assistance funds is held once a year at a meeting of the trade union committee of the StSMU.
