National project "Science and Universities"

Russian President Vladimir Putin has announced the holding of the Decade of Science and Technology from 2022 to 2031.

Its main goals are to attract young people to the field of science and technology, involve researchers and developers in solving important tasks for the country and society, and increase people's knowledge about the achievements of Russian science.

The Decade of Science and Technology in Russia includes a set of initiatives, projects and events. All of them are aimed at strengthening the role of science and technology in solving the most important tasks of the development of society and the country.

The XXI century is a time of breakthrough technologies and incredible innovations, which are the profession of tomorrow to create! Science has become a field where talented young people can find themselves and develop successfully.

Today, Russia has set a course for an innovative breakthrough. 

The national project "Science and Universities" is being implemented in accordance with decrees of the President of the Russian Federation dated May 7, 2018 No. 204 "On National Goals and Strategic Objectives for the Development of the Russian Federation for the period up to 2024" and dated July 21, 2020 No. 474 "On National Development Goals of the Russian Federation for the period up to 2030". Its key task is to educate and support a new generation of scientists capable of making great discoveries.

Within the framework of the national project "Science and Universities", significant funds are allocated to support scientists and create research centers with first-class conditions for research work. In addition, work is underway to build and modernize the research fleet, improve the digital infrastructure, as well as create comfortable conditions for schoolchildren, students, researchers and teachers.

 

The national project "Science and Universities" includes 4 federal projects:

- Development of human capital in the interests of regions, industries and the research and development sector;

- Development of large-scale scientific and technological projects in priority research areas;

- Development of integration processes in the field of science, higher education and industry;

- Development of infrastructure for scientific research and training.

 

Development of human capital in the interests of regions, industries and the research and development sector (PERSONNEL)

Objective: to increase the attractiveness of Russian science and education for leading Russian and foreign scientists, young researchers and students.

The activities are aimed at:

1. ensuring accessibility of higher education;

2. Creation of a balanced personnel reproduction system for the research and development sector;

3. professional development of managerial personnel in the field of science and higher education.

In 2024:

● 362,500 budget places for full-time study in bachelor's and specialty programs.

● 35,250 foreign citizens have been attracted to study through Olympiads and competitions.

● 7,500 scientific projects on the priorities of scientific and technological development.

● 7,000 grants to graduate students as part of the implementation of scientific and technological projects.

 950 employees of scientific and educational organizations were trained under the management training program.

● 900 youth laboratories.

● 800 heads of scientific and educational organizations – the personnel reserve.

● 600 programs of intra-Russian academic mobility, taking into account the tasks of spatial development of the Russian Federation and the development of priority territories.

● 500 subsidies for training in advanced training programs for scientific and pedagogical workers for the development and implementation of disciplines in the field of legal protection, protection and commercialization of intellectual property and development results.

● 300 supported scientific projects and research in the field of socio-political sciences.

● 156 world-class laboratories.

● 15 competence development centers for managers of scientific, scientific and technical projects and laboratories within the REC.

 

Development of large-scale scientific and technological projects in priority research areas (RESEARCH LEADERSHIP)

Task: development of large-scale scientific and technological projects in priority research areas.

The events are aimed at:

1. achieving significant results according to the priorities of the strategy of scientific and technological development of Russia;

2. Increasing the attractiveness of Russian science and education through the creation of global and regional thematic centers.

In 2024:

● 750 Russian scientific journals are included in international databases (WEB of Science or Scopus, WEB of Science and Scopus).

● 238 marine expeditions on research vessels.

Government support has been provided to 42 activities in the field of synchrotron and neutron research.

● 35 breeding and seed breeding and breeding centers.

● 35 technology transfer centers and 16 world-class scientific centers received state support.

● 30 annual subscriptions in the information and communication network "Internet" to scientific journals, databases of scientific citation.

● State support has been provided to 25 genetic technology development activities and 11 regional scientific and educational mathematical centers.

● 24 centers of the National Technology Initiative have been established and supported.

● 19 events to involve universities in the creation of an ecosystem of student technological entrepreneurship.

● State support has been provided to 5 large-scale world-class scientific projects.

● 4 world-class international mathematical centers.

● A network of 3 bioresource centers.

● 3 world-class genomic research centers (consortia) have been provided with state support for creation and development programs.

● The NPA has been developed for the creation and development of agrobiotechnoparks.

● International scientific research at the unique megascience class scientific facility - the International Center for Neutron Research based on the high-flow PIK reactor and in the Complex of superconducting rings on counter beams of heavy ions NICA.

 

Development of integration processes in science, higher education and industry (INTEGRATION)

Objective: to strengthen measures to stimulate and develop associations of universities, scientific organizations and organizations of the real sector of the economy.

The events are aimed at:

1. creation of world-class integrated scientific, educational and scientific production structures;

2. Raising the level of regional higher education and science systems by consolidating the resources of stakeholders, including regions.

In 2024 :

● Support for scientific and industrial cooperation of 104 universities, scientific institutions and manufacturing enterprises for the implementation of complex projects to create high-tech industries.

* 102 universities are supported in order to form a group of national leading universities for:

➢ formation of scientific, technological and personnel support for the economy and social sphere;

➢ improving the global competitiveness of the higher education system;

 Promoting regional development.

● 15 world-class scientific and educational centers.

● A network of 8 specialized academic research centers for the training of highly qualified personnel based on leading universities.

● The regulatory framework for the implementation of the strategic academic leadership program "Priority 2030".

● The methodology of accounting for the share of employed graduates of educational institutions of higher education (OE).

● A mechanism for attracting and accounting for extra-budgetary sources of financing in the research and development sector.

 

Development of infrastructure for scientific research and training (INFRASTRUCTURE)

Objective: to provide advanced infrastructure for scientific research.

The events are aimed at:

1. updating the instrument base of leading organizations;

2. continuation of the creation of unique scientific installations of the megascience class;

3. construction and modernization of the research fleet;

4. Improving the digital infrastructure of science and education;

5. providing comfortable conditions for students and scientific and pedagogical staff.

In 2024:

● 19 engineering centers.

● 13 sets of digital services and solutions in the field of science and higher education.

● 5 existing research vessels have been modernized: Academician Nikolay Strakhov, Academician Sergey Vavilov, Academician M.A.Lavrentiev, Academician Mstislav Keldysh and Academician Ioffe.

● 2 new research vessels of unlimited navigation area.

● Updated infrastructure and instrument base of leading organizations.

● Increased level of technical equipment in the research and development sector.

● Financial support for the development of a new generation national research computer network in the interests of leading scientific and educational organizations.

● A unique scientific installation of the megascience class of the SKIF Central Research Center with 6 experimental stations.

● A unique scientific installation of the megasience class on Russian Island in the Far Eastern Federal District.

● Research stations of the International Center for Neutron Research based on the high-current PIK reactor.

● Development of e-learning and distance learning technologies in the field of higher education and additional professional education.

● Kurchatov specialized synchrotron radiation source "KISI-Kurchatov".

● Scientific and Educational Medical Center of Nuclear Medicine on the basis of the Kurchatov Institute Research Center.

● Information and analytical system for operational monitoring and assessment of the state of scientific and technical support for research in the field of genetic technologies.

What are SECs and why are they needed?

A world-class scientific and educational center is an association supported by a subject of the Russian Federation without the formation of a legal entity of federal state educational organizations of higher education and (or) scientific organizations with organizations operating in the real sector of the economy and operating in accordance with the program of the center's activities.

Scientific and educational centers (SECs) are being created in the regions, taking into account local trends and needs. First of all, SECs are designed to establish a link between what is happening in laboratories and business.

 

What will WCSC do?

World-class scientific centers differ in types and are created in order to carry out breakthrough research, mainly of a fundamental and exploratory nature, aimed at solving problems corresponding to the world level of relevance and significance. They are designed to combine the potential of leading universities, scientific organizations and enterprises of the real sector to solve large-scale economic and scientific problems.

 

What kind of support can young scientists receive?

At the state level, a system of financial, social and professional support measures has been established for young scientists carrying out promising research in the areas of scientific and technological development and modernization of the Russian economy.

Financial support includes grants from the President of the Russian Federation for young candidates and doctors of sciences, presidential and government scholarships for young scientists and graduate students, as well as grants provided by funds to support scientific, scientific, technical and innovative activities. Social support is related to the issue of providing young scientists with housing. As for professional support, it is related to the creation of world-class scientific, educational and scientific centers, as well as the launch of the federal project "Development of advanced infrastructure for research and development in the Russian Federation", which is aimed at updating the instrument base.


What is the purpose of the work of engineering centers?

The development of cooperation between science and large Russian enterprises is one of the priorities of the national project "Science and Universities". Engineering centers play an important role in the commercialization of scientific research and development, as well as their transfer to the real sector of the economy.

Thanks to the work of Engineering Centers, the effectiveness of scientific and educational activities by universities is increasing, and the range of fundamental and applied research is expanding. The creation of engineering centers allows for the commercialization and market launch of research and development results, as well as to accelerate the process of import substitution.

 

What tasks are being implemented within the framework of infrastructure development?

The tasks of the national project include providing advanced infrastructure for scientific research, including updating the instrument base of leading organizations, as well as creating unique scientific installations of the megascience class. In addition, it is planned to build and modernize the research fleet, improve the digital infrastructure, and create comfortable conditions for schoolchildren, students, researchers and teachers.

     

What is the Priority 2030 program?

Priority 2030 is a program of state support for Russian universities, the goal of which is to form by 2030 more than a hundred progressive modern educational institutions — centers of scientific, technological and socio-economic development of the country. The program is aimed at increasing Russia's competitiveness in the field of education, science and technology. It is also designed to support the contribution of Russian universities to achieving the national development goals of Russia until 2030.
