The Council for the Defense of dissertations for the degree of Candidate of Sciences, for the degree of Doctor of Sciences 21.2.070.01 (D 208.098.01) (hereinafter – the Dissertation Council) was established on the basis of the Federal State budgetary educational institution of higher education "Stavropol State Medical University" of the Ministry of Health of the Russian Federation in accordance with the order of the Ministry of Education and Science of the Russian Federation No. 714/Tax Code No. 561 dated November 2, 2012, as amended on June 3, 2021.

In its activities, the dissertation Council is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, resolutions of the Government of the Russian Federation, orders of the Ministry of Education and Science of the Russian Federation, Regulations on the Council for the Defense of dissertations for the degree of Candidate of Sciences, for the degree of Doctor of Sciences, approved by the Ministry of Science and Higher Education of the Russian Federation Federation No. 1093 dated November 10, 2017, as amended on December 14, 2022. No. 1244 (hereinafter referred to as the Regulation on the Council), local regulations of the University governing the activities of the dissertation Council.

The Dissertation Council, when conducting dissertation defenses, ensures full compliance with all the requirements contained in the Regulations on the Council.

Dissertation Council:

- determines the compliance of the dissertations submitted for academic degrees with the criteria established by the Regulations on Awarding Academic Degrees;

- awards the academic degrees of Candidate of Sciences and Doctor of Sciences;

- provides additional conclusions on dissertations defended by other dissertation councils;

- gives conclusions on the results of consideration of appeals on issues of awarding academic degrees in terms of violation of the procedure for submission to the defense and defense of the dissertation;

- gives conclusions on the results of consideration of applications for deprivation of academic degrees that were awarded in violation of the criteria established by the Regulations on Awarding Academic Degrees;

- annually conducts an analysis of its activities, including the content of defended dissertations;

- cancels the decision to award the degree of Candidate of Sciences or the degree of Doctor of Sciences in the event that the facts of the submission of false information by the applicant for the degree are revealed;

- exercises other powers established by the Regulations on Awarding Academic Degrees.

The Dissertation Council works in conditions of publicity, contributes to the creation of favorable conditions for the defense of the dissertation prepared by the applicant for the degree. An applicant for an academic degree has the right to submit a dissertation for defense to any dissertation council. At the same time, the scientific specialty in which the dissertation is performed must correspond to the scientific specialty and branch of science in which the dissertation council has been granted the right to defend dissertations by the Ministry of Education and Science of the Russian Federation. The candidate for a degree is given the opportunity to get acquainted with the materials available in the dissertation council concerning the defense of the dissertation, to receive qualified assistance from the dissertation council on issues related to the defense of the dissertation.

Persons who have received a positive opinion on the dissertation from the organization at the place of execution of the dissertation are allowed to apply for academic degrees.

The academic degree of Doctor of Sciences is awarded by the dissertation council based on the results of the public defense of the dissertation by an applicant for an academic degree who has a PhD degree and has prepared a dissertation for the degree of Doctor of Sciences based on the results of their scientific research.

The academic degree of candidate of sciences is awarded by the dissertation council based on the results of the public defense of the dissertation by an applicant for an academic degree who has successfully passed the candidate's exams while mastering the program of training scientific and pedagogical personnel in graduate school or without mastering this program, who has a higher education confirmed by a specialist diploma, who has prepared a dissertation for the degree of candidate of sciences with the development of the program of training scientific and pedagogical personnel in graduate school and without mastering this program, but, when attached to an organization for the preparation of a dissertation for the degree of Candidate of Sciences for a period and in accordance with the procedure established by the Ministry of Science and Higher Education of the Russian Federation.
