Functions    

• Organizes the provision of the University with all the necessary material resources of the required quality for its production activities and their rational use in order to reduce production costs and maximize profits.

• Manages the development of projects of long-term and current plans and balances of material and technical support of the production program, repair and operational needs of the university and its departments, as well as the creation of necessary production stocks based on determining the need for material resources (raw materials, materials, semi-finished products, equipment, components, fuel, energy, etc.) using progressive standards expense.

• Provides preparation of contracts with suppliers, coordination of terms and delivery dates, studies the possibility and expediency of establishing direct long-term economic ties for the supply of material and technical resources.

• Organizes the study of operational marketing information and advertising materials about the offers of small wholesale stores and wholesale fairs in order to identify the possibility of acquiring material and technical resources, as well as the purchase of material and technical resources sold as a free sale.

• Ensures the delivery of material resources in accordance with the deadlines stipulated in the contracts, control of their quantity, quality and completeness and storage in the warehouses of the University.

• Prepares claims to suppliers in case of violation of contractual obligations by them, controls the preparation of settlements on these claims, coordinates changes in the terms of concluded contracts with suppliers.
  

• Directs the development of University standards on the economic validity of the standards of production (warehouse) stocks of material resources.

• Provides control of the state of stocks of materials and components, operational regulation of production stocks at the University, compliance with the limits on the release of material resources and their expenditure in the departments of the University for their intended purpose.

• Manages the development and implementation of measures to improve the efficiency of the use of material resources, reduce costs associated with their transportation and storage, the use of secondary resources and production waste, improve the system of control over their expenditure, the use of local resources, identification and sale of excess raw materials, materials, equipment and other types of material resources.

• Organizes the work of the warehouse, takes measures to comply with the necessary storage conditions.

• Organizes the accounting of the movement of material resources in the warehouses of the University, takes part in the inventory of material values.

• Draws up established reports on the implementation of the University's logistics plan.

• Carries out methodical management of the activities of other structural divisions on issues of logistics.

• Organizes the maintenance of normative and reference information related to the functions of the department.

• Carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents formed during the activities of the department.
