Functions:       

• Accounting and analysis of the state and causes of occupational injuries, occupational diseases and diseases caused by production factors.

• Rendering assistance to the structural units of the university and carrying out measurements of the parameters of dangerous and harmful production factors, in assessing the injury safety of equipment, devices.

• Organization, methodological guidance on the special assessment of workplaces according to working conditions, certification of work on labor protection and control over their conduct.

• Conducting inspections, inspections of the technical condition of buildings, structures, equipment, machines and mechanisms, devices, means of collective and individual protection of workers, the state of sanitary and technical devices, ventilation systems for compliance with the requirements of the relevant departments and with the participation of authorized (trusted) persons for labor protection of trade unions or other authorized employees of representative bodies. labor protection requirements.

• Participation in the work of commissions for the commissioning of completed or reconstructed facilities, as well as in the work of commissions for the acceptance from the repair of installations, aggregates, machine tools and other equipment in terms of compliance with labor protection requirements.

• Coordination of design, engineering, technological and other documentation developed at the university in terms of labor protection requirements.

• Development together with other departments of the University of plans, programs to improve working conditions and occupational safety, prevention of occupational injuries, occupational diseases, diseases caused by production factors; provision of organizational and methodological assistance for the implementation of planned activities.

• Participation in the drafting of sections of the collective agreement concerning working conditions and labor protection.

• Assistance to the heads of structural divisions of the university in compiling lists of professions and positions, according to which employees must undergo mandatory preliminary and periodic medical examinations, as well as lists of professions and positions, according to which, on the basis of current legislation, employees are compensated for hard work and work with harmful or dangerous working conditions.
  

• Organization of investigation of industrial accidents.

• Participation in the preparation of documents for the appointment of insurance payments in connection with industrial accidents or occupational diseases.

• Preparation of reports on labor protection and working conditions according to the forms established by the legislation of the Russian Federation.

• Conducting introductory instruction on labor protection with all persons during their employment at the university.

• Organization of timely training on labor protection of university employees and participation in the work of commissions to verify knowledge of labor protection requirements.

• Provision of structural divisions of the university with local regulations (rules, norms, instructions on labor protection), visual aids and educational materials on labor protection.

• Organization of meetings on labor protection..

• Conducting propaganda on labor protection issues.

• Informing employees of the current laws and other regulatory legal acts on labor protection of the Russian Federation and the relevant subject of the Russian Federation, the collective agreement, the agreement on labor protection of the University.

• Consideration of letters, applications, complaints of employees concerning issues of working conditions and labor protection, preparation of proposals to the rector of the university (heads of structural divisions) to eliminate the identified shortcomings.

• Analysis and generalization of proposals for spending the funds of the University's labor protection fund, development of directions for their most effective use, preparation of justifications for the allocation of funds by the university for measures to improve working conditions and labor protection..

• Monitoring compliance by university employees with the requirements of laws and other regulatory legal acts on labor protection of the Russian Federation and the relevant subject of the Russian Federation, collective agreement, labor protection agreement, other local regulations of the University;

• Monitoring the provision and proper use of individual and collective protective equipment;

• Monitoring the implementation of measures provided for by programs, plans to improve working conditions and labor protection, the section of the collective agreement concerning labor protection issues, the agreement on labor protection, as well as taking measures to eliminate the causes that caused an accident at work, compliance with the regulations of state supervision and control over compliance with labor protection requirements, other measures to create safe working conditions;

• Monitoring the availability of occupational safety instructions for employees in the structural divisions of the university according to the list of professions and types of work for which occupational safety instructions should be developed, and their timely revision;

• Monitoring the conduct of a special assessment of workplaces according to working conditions and preparation for certification of work on labor protection;

• Monitoring the timely conduct by the relevant services of the necessary tests and technical inspections of equipment, machinery and mechanisms;

• Monitoring the efficiency of aspiration and ventilation systems;

• Monitoring the condition of safety devices and protective devices;

• Monitoring the timely conduct of occupational safety training, checking knowledge of occupational safety requirements and all types of occupational safety instruction;

• Control over the organization of storage, delivery, washing, dry cleaning, drying, dust removal, degreasing and repair of special clothing, special shoes and other means of individual and collective protection;

• Implementation of control over the sanitary and hygienic condition of educational buildings, production and auxiliary premises;

• Control over the organization of workplaces in accordance with the requirements of labor protection;

• Monitoring the timely and correct provision of compensation to employees for hard work and work with harmful or dangerous working conditions, free delivery of therapeutic and preventive nutrition, milk and other equivalent food products;

• Implementation of control over the use of labor of women and persons under 18 years of age in accordance with the legislation.
