
Digital compulsory health insurance policies have become available to all insured in the compulsory health insurance system since December 1, 2022. Now it will be enough to present a passport or birth certificate for children under 14 years old at a medical organization. The introduction of a digital policy saves patients from unnecessary paperwork and makes receiving medical care more convenient and accessible.
"If earlier the MHI policy was made on paper or in the form of a plastic card with an electronic medium on which information about the insured person is recorded, now the CMI policy is digital. In other words, this is the digital code of the entry about the insured citizen in the unified register of insured persons of the state information system of compulsory health insurance," said Sergey Troshin, director of the Territorial Compulsory Medical Insurance Fund of the Stavropol Territory.
At the same time, previously issued CMI policies on paper and in the form of a plastic card remain valid and do not require replacement.
How can you get a digital health insurance policy?
Starting in December 2022, data on compulsory health insurance policies will be entered into the unified register of insured persons: an entry about the owner will be automatically created at birth or upon receipt of Russian citizenship. Initially, the register was formed on the basis of information about insured persons previously created by the territorial funds of the CMI, as well as data provided by government agencies, including the registry office. Russian citizens who were previously insured are automatically included in the unified register of insured persons on December 1 of this year.
At the request of a citizen, a digital CMI policy can be issued by an insurance medical organization in the form of a document on a tangible medium – an extract from the unified register of insured persons, including information about the insured person and a graphic image of the digital code of the CMI policy. In addition, it can be issued in the form of a barcode created using the portal "Public Services".
"The CMI digital policy can be stored in your personal account on the Gosuslugi portal, on your phone and on any other electronic device," explained Sergey Troshin, head of the fund.
What should you go to the clinic or hospital with now?
From December 1, 2022, when applying for medical care, the insured is obliged to present, at his choice, an CMI policy on a tangible medium, or an extract of the policy, or an identity document: a passport of a citizen of Russia, for children under the age of fourteen – a birth certificate. At the same time, the medical organization is obliged to check the validity of the CMI policy in the unified register of insured citizens.
"The TCMI of the Stavropol Territory recommends that when contacting a medical organization, you carry a document containing a single policy number. This will increase the efficiency of establishing the fact of insurance and reduce the risk of conflict situations if a citizen did not inform the insurance company in a timely manner about changing or obtaining a passport," said Inna Legkova, Deputy director of TFOMS UK.
Insured persons are obliged to notify the insurance medical organization of a change in the surname, first name and patronymic, data of the identity document, place of residence within one month from the day when these changes occurred.
"If the patient has lost the CMI policy on a tangible carrier and has not yet received an extract, as an alternative for unambiguous identification, especially at the initial stage, you can use a certificate of validity of the insurance record. Such a certificate also contains a single policy number, according to which the medical organization will be able to check the insurance of a patient who did not inform about the replacement of the passport in a timely manner," Inna Legkova drew attention.
The certificate can be printed from the personal account of the insured person on the website of the Territorial Health Insurance Fund of the Stavropol Territory tfomssk.ru. Here you can also check the relevance of passport data in the register of insured persons. When identifying in the personal account, the login and password of the portal "Public Services" are used.
