The experience of scientific and pedagogical work at StSMU is 7 years. 

In 1977, Viktor Nikolaevich entered the Stavropol State Medical Institute, from which he graduated in 1982. 

In 2000, he was appointed chief physician of the dental clinic. 

Since December 2002, he held the position of chief physician of the Budyonnovsky CRH and since 2005, in connection with the renaming and changing the status of the hospital, he was the chief physician of the state healthcare institution "Regional Center for Specialized Types of Medical Care N1". Today, the "Regional Center of specialized types of medical care No. 1" in terms of the level of provision of medical personnel, the use of the latest diagnostic and treatment methods in the treatment of patients, has a reputation as the best medical and preventive institution in the Eastern zone of Stavropol. 

In 2005, Mazharov V.N. graduated from the Faculty of Finance and Economics of Stavropol State University. 

In 2006, he was elected a deputy of the City Duma, worked in the Commission on economic policy. 

In 2007, he was elected deputy of the State Duma of the Stavropol Territory of the IV convocation. He held the position of First Deputy Chairman of the State Duma of the Stavropol Territory. 

From 2009 to 2020 - Mazharov V. N. - Minister of Health of the Stavropol Territory. 

Awards Viktor Nikolaevich Mazharov is a doctor of the highest qualification category, awarded the badge "Excellent Healthcare Worker" For his services in the field of healthcare and many years of conscientious work, awarded the badge "Manager of the Year 2006". He has the title of "Honored Doctor of the Russian Federation". Since 2021 he has been awarded the academic title of associate professor

Scientific interests of Mazharov V. N. are associated with the development of new progressive technologies of medical care management. In 2007, he defended his PhD thesis in the direction 14.00.33. public health and healthcare on the topic "Improving the activities of outpatient polyclinic in the structure of continuous improvement of the quality of work of a multidisciplinary hospital." Mazharov V. N. is a participant in the development and publication of methodological recommendations for improving the quality of medical care, which are implemented in the work of medical and preventive institutions of the Stavropol Territory.
